At the "Ukraine: Year 2024" forum on February 25, Shmyhal emphasized the importance of starting restoration efforts immediately, even before the war ends. He noted that a "Restoration Coalition" has been formed, and international partners support the urgency of these efforts.

Earlier in February, Shmyhal stated that in 2023, Ukraine successfully restored 37,400 facilities. These included residential buildings, schools, healthcare centers, and social institutions, as well as nearly 2,900 water, gas, and heating supply facilities.

Key Developments:

  • On June 20, 2023, representatives from Ukraine and the European Investment Bank (EIB) signed a memorandum allocating €840 million for Ukraine's post-war recovery.
  • On December 19, the EIB disbursed two tranches totaling €99.6 million to reconstruct approximately 200 small municipal and social infrastructure projects across various sectors.
  • On July 4, 2023, President Volodymyr Zelensky presented Ukraine's National Recovery Plan at the Ukraine Recovery Conference in Lugano, Switzerland. The plan, estimated at $750 billion, is designed for implementation over ten years.
  • On April 21, 2023, Ukraine's government adopted a resolution establishing the procedure and conditions for providing state aid to citizens whose homes were damaged due to hostilities.

Funding for compensation is expected to come from the state budget, international creditors, and, in the future, reparations from Russia.

Additionally, on February 20, Ukraine launched the "eRestoration" platform, enabling citizens to apply for compensation for destroyed housing.

These efforts reflect Ukraine's commitment to rebuilding essential services and ensuring access to basic needs for its citizens despite ongoing challenges.
